Background and Objectives: This research aims to critically analyze the relationship between the general policies of teacher training outlined in the fundamental transformation document and the theoretical model of the teacher training system of human resources within the theoretical foundations of the fundamental transformation of the formal and general education system of the Islamic Republic of Iran. Methods: To achieve this objective, the solutions related to the human resources domain in the transformation document were first categorized according to the axes of principles in the theoretical model of the guideline. Subsequently, the relationship of each solution with the principles of the corresponding axis was analyzed. Findings: The research indicates a substantial weakness in the alignment between the theoretical principles of the teacher education and human resource model and the operational strategies of the Fundamental Transformation Document. At a macro level, approximately 68 percent of the theoretical principles lack corresponding strategies, suggesting that a significant portion of the theoretically articulated commitments have not been translated into actionable policy measures. Conclusion: It is essential to enumerate the requirements of the principles framework across various components of the human resources domain, as well as potentially other subsystems of the guideline, to ensure their comprehensiveness and coherence when formulating the principles. If this is accomplished, policymakers can be compelled to adhere to all principles in the development of solution.
