Background and Objectives: The main aim of inclusion is to guarantee that every individual benefits from equal rights, opportunities, and acceptance. A fundamental aspect of inclusive education lies in teachers’ competency to effectively deliver this education model.. Methods: This research had a mixed-methods design (qualitative and quantitative). In the qualitative phase, the required data were collected using 25 semi-structured interviews conducted with experts in inclusive-integrated education. These experts were selected through purposive sampling (snowball technique). Additionally, 33 relevant documents and texts were collected. The data obtained were analyzed using a deductive thematic analysis method. The codes derived from the interviews were integrated with those extracted from the documents. Based on the results of the qualitative phase, a proposed model was formulated for the professional empowerment program targeting teachers of students with special needs. In the quantitative phase, the construct validity of the proposed model was examined using the fuzzy Delphi technique, applying the Average Variance Extracted (AVE). Furthermore, Cronbach’s alpha coefficient was used to assess the reliability of the items representing the model's latent variables. Findings: The results of this research led to the development of a model for empowering teachers of students with special needs at elementary schools, in which the attributes and examples of elements such as instructional materials and resources, learning activities, teaching time, and student grouping, were identified.Conclusion: The findings suggest that using this model can help educational planners and implementers in identifying and specifying the suitable attributes of the components and elements in empowerment programs for teachers of students with special needs at elementary schools
